At the August 3 town council meeting, one woman expressed concern that the topic of the Mayor's salary had been discussed amongst council members outside of a public meeting. She was concerned about this.
Council members can and do discuss issues outside of town meetings. They can discuss matters on a one on one basis. They are prohibited from discussing town business when they have established a quorum. A quorum is established when the mayor and a majority of the council is present. In Holly Springs, this would be the mayor and three council members. Although three councilmen can meet, this is questionable as they can form a majority opinion on an issue.
