Parks and Recreation Fees....Resident vs Non-resident

Many thanks to the town Parks and Recreation staff for the successful implementation of a new program registration system.  This system will provide consistency in facility rentals and program registration. It will also properly identify residents and non-residents and assign the correct fees as well as enrollment periods.

If you have not heard, there has been some controversy regarding the objectivity of this new system.  With the prior system, people who lived in areas with a Holly Springs address, but not in town limits, could have enrolled in programs during times specially reserved for residents.  Some of this same population could have taken advantage of in town rates when they did not actually live in the town limits.  

I am aware that some people who live in the ETJ (Extraterritorial Jurisdiction) actually believe they did live “in Holly Springs”.  But they do not live in town limits and are technically not considered “residents”.  These same people do not pay the taxes which support these programs and facilities.  They have a Holly Springs address, which is a USPS assignment.  We actually have Holly Springs residents in Woodcreek who have an Apex address!

The non-resident fees are 50% greater than residents.   Residents also get the first opportunity to sign up for programs, then there is a time period when both residents and non-residents can enroll.


Parks and Recreation policies have been clear for years outlining the details of program enrollment.   As taxpayers, are you willing to finance and support these benefits for those who do not live in town limits?    Do you feel the town council should make any special accommodations for this population?
