Very often you will hear inappropriate questions or comments made by speakers at a rezoning public or by council members during the deliberations. Often these questions involve landscaping or buffering, traffic circulation on the parcel, curb cuts or an actual project intended for the parcel. None of this can be considered in determining if a proposed zoning classification is appropriate for the parcel.
In a rezoning deliberation, all you really can consider is if the proposed use is acceptable for that property. You can consider adjacent uses and zoning classifications, but you cannot discuss a proposed site plan in the zoning proceedings.
